It is us...Many people study the phonetic alphabet! It is used by linguists, and also used around the world to teach the English language. I learned it, too. HOWEVER...the version in this picture is not familiar to me. Some of the characters are, but others are not. My mother works at the High Desert Museum in Central Oregon and someone donated that same book to them.
